Community Cares Coalition Announces Proposal for Year-Round Emergency Shelter; Michigan Senate Bill 602 Signed Into Law; NAR Bringing Conversations on Top Housing Issues to Both Political Conventions this Summer
This week on the GAD Top Three, we start off by reviewing a proposal for a year-round emergency shelter announced by Community Cares Coalition, an advocacy group composed of residents, businesses, and service providers of the Grand Traverse region. Next, Michigan Senate Bill 602 is signed into law establishing guardrails for right-to-list home sale agreements. Last, The National Association of REALTORS (NAR) brings conversations on top housing issues to both political conventions this summer.
1. Community Cares Coalition, a Group of Grand Traverse Region Residents, Announces a Proposal for a Year-Round Emergency Shelter
Community Cares Coalition (CCC), an advocacy group composed of residents, businesses, and service providers of the Grand Traverse region has announced a proposal for the development of a Cooperative Emergency Shelter. The shelter is proposed to operate year-round and 24/7, following a “housing-first” philosophy, and be a part of the community’s homelessness response system. The CCC has identified a large (10,860 sq. ft.) mixed-use property (see Proposal Presentation Slide 8) on 10.65 acres to provide enough capacity to be scalable for current and future needs. Onsite services would include:
- Transportation to critical services
- Coordinated entry
- Case management/triage
- Acute mental health support
- Laundry, mail, showers, service connections, and meals.

2. Michigan Senate Bill 602 Signed Into Law Specifying Conditions for Right-to-List Home Sale Agreements
On Thursday, July 25th Michigan Senate Bill 602 was signed into law establishing the guardrails for right-to-list home sale agreements for Michigan. This law establishes that if any of the following apply to any right-to-list home sale agreement, then the agreement is void and unenforceable:
- It is not in writing.
- It is not signed by all persons who have an ownership interest in the residential real estate considered in the agreement.
- It is for a period of more than 2 years.
- It does not include both of the following:
- An option for the owner to terminate the agreement before its expiration date for an amount of consideration payable to the real estate broker that is not more than the initial consideration the broker paid to the owner with interest of 6% per annum that starts from the date the broker provided the initial consideration through the date that the owner terminated the agreement.
- The period of time that the agreement is effective and an explanation of the early termination option on the first page of the agreement in a conspicuous manner.
Michigan REALTORS began work on this bill this past fall to provide guardrails for right-to-list home sale agreements in response to right-to-list contracts popping up across our state, including in Northern Michigan. 3. NAR Bringing Conversations on Top Housing Issues to Both Political Conventions this Summer
The National Association of REALTORS (NAR) is partnering with POLITICO to bring conversations on top housing issues to both political conventions this summer. On July 17th at the Republican National Convention in Milwaukee NAR Chief Advocacy Officer, Shannon McGahn led an executive discussion on the bipartisan solutions REALTORS® are advancing to make housing more accessible and affordable.
