Grand Traverse County Commission Discusses PILOT Workforce Housing Exemption Policy, New Zoning Overlay District Proposed to Not Allow STRs in parts of Elmwood Township, and Draft ADU Zoning Ordinance Introduced to Acme Township Planning Commission

This week of the GAD Top 3 we catch up on the Grand Traverse County Commission’s consideration of the Payment-in-Lieu of Taxes (PILOT) policy to support workforce housing throughout Grand Traverse County and we cover a busy Monday, December 11th where Elmwood Charter Township considered an overlay district that would prevent short-term rentals in Greilickville and Acme Township continues their consideration of zoning amendments to support the development of Accessory Dwelling Units.

1. Grand Traverse County Commission Discusses PILOT Workforce Housing Exemption Policy

At the Wednesday, December 6th Grand Traverse County Commission Meeting discussion was held on the Payment-in-Lieu of Taxes (PILOT) for workforce housing projects. The resolutions before the Grand Traverse County Commission included a resolution to set the factors that will be considered before a workforce housing project may receive exemption from all ad valorem property taxes that may be imposed and instead be charged for a payment-in-lieu of taxes (pages 5 and 6). Other resolutions under consideration are resolutions specific to workforce housing projects in Traverse City that have received approval from Traverse City for a PILOT and now need Grand Traverse County Commission approval to become effective. These two workforce housing projects include Breakwater Apartments located at 155 Garland Street, Traverse City (resolution on pages 7 and 8), and a proposed workforce housing project at 125 Hall Street, Traverse City (resolution on pages 9 and 10). The Grand Traverse County Commission at this December 6th meeting requested the Policy Commission and civil counsel review the exemption policies and bring it back to a future county commission meeting. The next time these resolutions could be up for a vote would be the Grand Traverse County Commission Meeting on December 20th at 9 am at the Grand Traverse Governmental Center.  

2. New Zoning Overlay District Proposed to Not Allow STRs in parts of Elmwood Township

As covered in the Leelanau Ticker on Monday, December 11th the Elmwood Charter Township Board of Trustees held a meeting the evening of Monday, December 11th to consider the development of “an overlay district or zoning ordinance amendment to not allow STRs (short-term rentals) in part or all of the residential areas or subdivisions in Greilickville.” After much discussion, the Elmwood Charter Township Board of Trustees passed a motion 4-3 to consider the overlay district map provided by Elmwood Township resident Jack Kelly, as well as any additional neighborhoods that may be considered part of Greilickville. You can view the Elmwood Charter Township Board of Trustees meeting public comments (3 minutes to 35 minutes) and the Board of Trustee discussion (45 minutes to 1 hour 39 minutes) of a potential overlay district to not allow STRs in Greilickville here. The next Elmwood Charter Township Planning Commission Meeting when this overlay district could be discussed is scheduled for January 16th, 2024 at 7 pm in the Elmwood Charter Township Hall (10090 East Lincoln Road, Traverse City, MI).

3. Draft ADU Zoning Ordinance Introduced to Acme Township Planning Commission

Discussion continues in Acme Township regarding potential zoning ordinance amendments to allow Accessory Dwelling Units (ADUs) in Acme Township. At the Acme Township Planning Commission Meeting on Monday, December 11th a revised ordinance to amend the zoning ordinance for Acme Township regarding ADUs was considered based on the discussion and feedback provided by the Acme Township Planning Commission at their November 13th Meeting.
